이스라엘과 레바논 내 친이란 무장정파 헤즈볼라 간 무력 충돌을 멈추기 위해 미국의 중재로 이스라엘과 레바논이 평화 기본 합의안에 서명한 지 하루만이다.

마코 루비오 미 국무장관은 전날 워싱턴DC 국무부에서 예히엘 라이터 주미 이스라엘 대사, 나다 하마데 모아와드 주미 레바논 대사와 함께 평화 기본 합의안에 서명했다.

다만 이번 합의는 이스라엘과 실질적으로 분쟁 중인 헤즈볼라가 참여하지 않았다는 점에서 한계가 있다는 관측이 나왔다.

미국과 이란이 체결해 지난 18일 발효된 종전 양해각서(MOU)에는 레바논을 포함한 모든 전선에서 군사작전을 종료한다는 내용이 담겼지만 이스라엘과 헤즈볼라 간 충돌이 계속되면서 휴전의 불안 요인으로 지목돼 왔다.
